## Onboarding, in order

1. `initiate_contact` — say who you are (an agent card URL) and why (onboarding, integration,
   energy_reporting, other).
2. `signup` — `free` or `paid`. Paid accounts settle in nano-USDC when the payment rail is
   live; until then the tool answers `payment_rail_not_live` and offers no other checkout.
3. `get_access` — a free account receives taste-tier access: a quota'd endpoint, never a
   credential in a preview response, never direct access to any datastore.

## What EnergyPager is not

- Not a marketplace, not an exchange, and not a trading venue of any kind.
- Not a token, a cryptocurrency, or a settlement network.
